FilmFreeway
The biggest and best platform for submitting to festivals, FilmFreeway accepts films of different duration and genres, including 156 Oscar and BAFTA qualified festivals. Most festivals listed require an entrance fee.

shortfilmdepot
As its name implies, shortfilmdepot specializes in short film festivals, including what is arguably the most prestigious short film festival in the world, Clermont-Ferrand. No US films are listed, but unlike FilmFreeway, very few of the festivals featured have fees.
Festhome
Festhome caterers to an international audience and most festivals do not have fees. Files up to 20gb can be uploaded. Festhome will also provide film translation, subtitling, and DCP creation for a small fee.
The platform is integrated with the VOD service IndiehomeTV, which helps to monetize successful films.

The best way to submit your scripts to writing competitions, Coverfly specializes in American festivals that connect writers with major players in the industry.
